Discrimination occurs when a person, or a group of people, is treated less favorably than another person or group because of their background or certain personal characteristics.

Federal discrimination laws protect people from discrimination on the basis of their:

Race, including color, national or ethnic origin, or immigrant status
Sex, pregnancy or marital status, and breastfeeding
Age disability, sexual orientation, gender identity, and intersex status.

In this case, the bully is harassing the victim because, at least in part, they’re a member of a protected class.
The more common and recognizable forms of discriminatory harassment are described in more detail below.
